Issue Set 1: Geographic Setting
Issue 1-1: Land Availability
- Goal: Solve uncertainty of wetland/upland environment in future development areas.
- Goal: Expand boundaries of Brigham City to provide additional developable land where suitable and to provide protection for open space amenities critical to maintenance of quality of life and small town environment.
- Goal: Provide suitable sites for industrial and business growth. These sites should have adequate available infrastructure, particularly state of the art telecommunications infrastructure, to become attractive sites for industries and businesses that provide high salaries and high ratios of jobs per unit area of land, or provide services and amenities currently lacking in Brigham City.
- Goal: Inventory redevelopment opportunities and vacant developable land.
- Goal: Redevelop underused and blighted areas.
Issue 1-2: Regional Competition and Cooperation
- Goal: Establish partnerships with local, regional, state, and national entities involved in compatible economic development activities.
Issue 2-1: Arts and Cultural Activity
- Goal: Establish and promote Brigham City as a center of arts and culture to enhance quality of life for current residents and to help attract and retain knowledge workers and businesses.
Issue 2-2: Main Street/Central Business District
- Goal: Establish downtown as the economic, cultural, and social heart of the City.
- Goal: Address parking problems
- Goal: Identify and integrate a diverse mixture of uses into downtown to provide constant activity and presence of people
Issue 2-3: Parks, Recreation, and Open Space
- Goal: Maintain acre/1000 population ratio of parkland as population grows.
- Goal: Provide a diverse package of services in a park system.
- Goal: Provide a diverse package of recreation programs.
Issue 2-4: Entertainment/Retail
- Goal: Promote recruitment and expansion of amenities that are currently lacking and creating leakage to other markets.
- Goal: Strengthen downtown as a retail/entertainment destination.
- Goal: Promote a convention center or meeting center for Brigham City and Box Elder County.
- Goal: Insure compatibility of new development on 1100 S. corridor and Eagle Point with Brigham City's character and identity.
- Goal: Maintain "small town atmosphere"
- Goal: Establish Brigham City as a tourism destination.
- Goal: Cooperate in tourism development with other tourism destinations near Brigham City.
- Goal: Coordinate public safety and economic development/planning functions.
Issue Set 3: Infrastructure and Services
- Goal: Establish state of the art business and personal telecommunications capabilities in Brigham City
Issue 3-2: Basic Infrastructure (Culinary Water, Wastewater, Storm Water, Electricity, Natural Gas and Streets)
- Goal: Deploy infrastructure in a way that supports economic development goals
- Goal: Prepare for possible electrical deregulation
- Goal: Maintain and improve transportation ties to the Salt Lake and Ogden metropolitan areas and the region.
- Goal: Establish the Brigham City Airport as a regional facility.
- Goal: Improve public transportation in Brigham City.
- Goal: Address master planning for internal collector route system for the Brigham City area.
- Goal: Resolve 1100 S. corridor issues
Issue 3-4: Public and Community Services
- Goal: Establish a "business friendly" reputation for Brigham City.
- Goal: Increase proactiveness of planning process.
- Goal: Encourage well-planned, diverse communities of housing types.

Issue 4-1: Workforce Development
- Goal: Promote the development of a highly educated, technologically skilled workforce.
Issue 4-2: Marketing and Promotion
- Goal: Increase awareness about Brigham City among economic decision makers.

- Goal: Create a desirable climate in Brigham City for business expansions and retention.
- Goal: Recruit desired and missing industries and amenities to Brigham City.
